HAR §5-31-23. Guidelines for determining the amount of the child support obligation

(a) The agency shall review the child support guidelines mandated by section 576D-7, Hawaii Revised Statutes, at least once every four years. Recommendations on amendments to the child support guidelines shall be communicated to the family court. (b) Where the non-custodial parent is incarcerated, a presumption of exceptional circumstance is created and the agency may initiate administrative proceedings to set current child support at zero.
