HAR §6-200-11. Disclosure of information

Unless expressly permitted by law, information
or records not available for public inspection by law may be disclosed only to the person
or to a person authorized in writing by that person, or to the executor or administrator of
the estate of that person. No information about a person shall be disclosed by
