HAR §6-200-2. Definitions

As used in this chapter, unless the context otherwise requires:
"Council" means the defender council.
"Meeting" means the convening of the council for which a quorum is required in
order to make a decision or to deliberate toward a decision upon a matter over which
the council has supervision, control, jurisdiction, or advisory capacity.
"Personal record" means any item, collection, or grouping of information about an
individual that is maintained by an agency. It includes, but is not limited to, the
individual's educational, financial, medical, or employment history, or items that contain
or make reference to the individual's name, identifying number, symbol, or other
identifying particular assigned to the individual, such as a finger or voice print or a
photograph.

"Persons" include individuals, partnerships, corporations, associations, or public or
private organizations of any character other than agencies.
"Public defender" means the public defender appointed by the council pursuant to
Section 802-11, Hawaii Revised Statutes. [Eff
