Whenever any action fails to get either an affirmative or
negative vote equal to a majority of the entire membership, that matter shall be included
as "unfinished business" on the agenda for the next regular meeting. If a majority vote
is still not possible, the council shall vote a "no recommendation" on the action, which
shall be counted as a denial of the requested action. In any council proceeding, failure
of any request to receive three affirmative votes constitutes denial of the request. Only
a member voting with the majority may move at the same meeting or at the next regular
meeting to reconsider a motion. A motion to reconsider takes precedence over all other
questions except a motion to adjourn. [Eff
