HAR §8-62-11. Quorum and number of votes necessary to validate acts

A majority of all members to which the board is entitled, two out of three members, shall constitute a quorum to transact business, and the concurrence of a majority of all members to which the board is entitled shall be necessary to validate any action of the board.
