HAR §11-72-76. (b) Upon request from the department of health, an applicant shall submit additional materials and documentation reasonably required by the department of health in its evaluation of an application

(c) The department of health shall accord fair and equal treatment to applicants with respect to any opportunity for discussions and site visits. (d) The department of health shall evaluate applications to determine whether they adequately meet the minimum requirements pursuant to section 11-72-72.
