HAR §12-41-33. Consultation on issues of facts

No member of the board, or its designated hearings officer, who renders a report on a contested case shall consult any person on any issues of fact except upon notice and opportunity for all parties to participate, save to the extent required for the disposition of ex parte matters authorized by law.
