HAR §12-43-239. to furnish a list of five qualified arbitrators from which the neutral arbitrator shall be selected

(b) Within five days after receipt of the list, the parties shall alternately strike names from the list until a single name is left, and that arbitrator named shall be immediately appointed by the board as the neutral arbitrator and chair of the arbitration panel, and the board shall serve a copy of its certification of appointment of the panel upon all parties.
