(a) After all parties have rested their cases at the hearing, a party may file a post-hearing brief in lieu of final oral argument made before the close of hearing. Such party shall be entitled to file a brief within the time as may be fixed by the board, except that the board may order that proposed findings of fact and conclusions of law be submitted in lieu of or in addition to the parties' post-hearing briefs. Post-hearing briefs and proposed findings and conclusions may not exceed twenty-five pages in length, exclusive of transcripts. Upon motion and for good cause shown, the board may grant permission to exceed these page limits.
(b) The board may, on its own initiative, order the filing of briefs or proposed findings of fact and
