HAR §12-57-2. Persons prohibited from discriminating

The prohibition
against discrimination under section 396-8(e), HRS is not limited to actions
taken by employers against their own employees.
The law extends to such
entities as organizations representing employees for collective bargaining
purposes, employment agencies, or any other person in a position to
