The prohibited activities in sections 13-124-3.1, 3 . 2 , 3 . 3 , and 3 .4 do not apply to: (1) Authorized employees of the department ; (2) Enforcement agents, researchers, and inspectors of the department of agriculture and biosecurity and United States Fish and Wildlife Service when acting in the course of their official duties; or (3) Persons authorized by the board or its authorized representative. (a) No person shall intentionally, knowingly, recklessly, or negligently feed any wildlife or domestic animal on department lands, except where a domestic animal is crated, caged , contained, or leashed according to subsection (c). 13 (b) No person shall intentionally, knowingly , recklessly , or negligently introduce , p l ace , abandon , or l eave any wildlife , domestic animal, p l ant , or aquat i c li fe on department lands. (c) Domestic animals are not permitted on department l ands , unless crated, caged , contai ned, or l eashed . Any domestic animal or wildli fe found runn i ng at l arge on department lands may be i mpounded or destroyed . This section shall not app l y to dogs when authori zed by the hunting rules of the department or servi ce animals accompanying their handl ers . (d) No person shall intentionally , knowi ngl y , reckl ess l y , or negl i gent l y ride horses on department l ands , except in areas designated for t his purpose by t he board or its authorized representative by other rul es of the department . (e ) The board may i ssue permits for activities otherwise prohibited in this section . Permits for collecti ng , possess i ng , killing , selling or offer i ng for sal e , and transport i ng indigenous wildlife , introduced wi l d b i rds , game birds , or game mammals may be issued by the board or its authorized representative for scientific or educational purposes incl uding cul tural activities , or for activities which will enhance the survi val of the wildlife species.
