HAR §13-171-1. Purpose

The purpose of this chapter is to
provide for the designation and regulation of hydrologic areas
where water resources are being threatened by existing or
proposed withdrawals or diversions of water, water quality
problems, or serious disputes. It shall be the duty of the
commission to designate areas for the purpose of establishing

administrative control over the withdrawals and diversions of
ground and surface water in threatened areas to ensure the
most beneficial use, development, or management of the water
resources in the interest of the people of the state. [Eff.
