HAR §13-221-33. Tampering with vehicle or vessel

person shall tamper or attempt to tamper with any
vehicle, vessel, or other equipment, or enter or go
upon, move, or manipulate any of the parts or
components of any vehicle, vessel, or other equipment,
or start or set the same in motion, except when it is
