HAR §13-235-2. Interpretation

(a) If any section of
these rules is inconsistent with any federal or state
law or any rule or standard established pursuant
thereto, the federal or state law, rule or standard
shall govern. Nothing contained in these rules shall
be construed to limit the powers of any department or
agency of the State.
(b) These rules shall be construed liberally and
consistent with the purposes stated in section 13-235-
