HAR §13-250-2. Interpretation
Cite as Haw. Code R. § 13-250-2
If any section of
these rules is inconsistent with any act of the
Congress of the United States or any rule, or standard
established pursuant thereto, the section shall be
construed to be superseded or governed thereby.
Nothing contained in these rules shall be construed to
limit the powers of any state department or agency.
These rules shall be construed liberally and
consistent with the purpose stated in section § 13-
