HAR §13-256-73.9. Shuttling restrictions

No
shuttling or transferring of customers among the
permittees for the purpose of exceeding the maximum
daily customer limit specified by type of permit or
exceeding the certified passenger capacity of the
vessel shuttling or receiving the passengers shall be
