HAR §13-77-3. §13-77-3 Exemptions

Notwithstanding the
provisions of this chapter, the department may issue
the licenses or permits which exempt persons from the
provisions of this chapter. Section 13-75-14(7)
exempts the use of small mesh hand nets or scoop nets
to take fish or other marine life for non-commercial
