HAR §15-107-6. Eligible developers

(a) Any developer may submit a proposal to the
authority for review pursuant to the request for proposals process established under this
chapter.
(b) The authority may review and approve the convention center development plan
of a developer, pursuant to the request for proposals process established under this
chapter, regardless of the number of timely proposals submitted in response to the request
