HAR §15-15-23. Permissible uses; generally

Except as otherwise provided in this
chapter, the following land and building uses are compatible and permitted within the
following land use districts, except when applicable county ordinances or regulations are
more restrictive. Except as otherwise provided in this chapter, uses not expressly permitted
