(a) All thoroughfares shall conform to the thoroughfare standards set forth in this section and in Figure 3 (thoroughfare plan), dated November 2025, made a part of this chapter, and attached at the end of this chapter. (b) Thoroughfare plan standards: (1) Thoroughfares shall generally have street trees planted along their lengths within the public frontage area as provided in Figure 6 (street trees), dated November 2025, made a part of this chapter, and attached at the end of this chapter; and (2) Design conflicts between vehicular and pedestrian movement for new thoroughfares in the T3, T4, and T5 zones, shall generally be decided in favor of the pedestrian, unless 215-44 there is overriding public interest which dictates that the conflict be resolved in favor of vehicular movement; and (c) Thoroughfares that are to be dedicated to the city and county of Honolulu shall be designed to the appropriate city and county of Honolulu standards, such as the complete streets design manual and subdivision street standards, as amended. (d) Street trees and landscaping: (1) Requirements. (A) Street trees shall meet the height and size at maturity in accordance with Figure 6 (street trees), dated November 2025, made a part of this chapter, and attached at the end of this chapter. Priority is given to the provision of specified tree size within the road right-of-way or planting area first, and within the required yards second. (B) Street trees shall be planted at a minimum of one canopy tree per forty- five lineal feet in a pattern that produces the maximum amount of shade while not impeding the visibility of pedestrians or vehicles. (C) Street trees species shall be native or adapted species appropriate to the location and climate and be disease resistant. Palms do not provide material shade, and are not a suitable street tree. The use of invasive species or host material for invasive species is discouraged. (2) Review and approval. (A) Street trees shall be reviewed minimally for compliance with the city and county of Honolulu's Standards and Procedures for the Planting of Street Trees, as in effect at any given time, with consideration for the relevant standards of this chapter and approved by the city and county of Honolulu department of planning and permitting, urban design branch; 215-45 (B) The city and county of Honolulu street tree standards in effect at any given time will apply to new thoroughfares and streets not yet planned or shown on the thoroughfare plan. (2) Planting requirements. (A) At the time of planting, street trees must have: a minimum two-inch caliper, 25-gallon size root ball, and eight- foot clear trunk height. (B) If the tree is for the replacement of a street tree that is six-inches or more in trunk diameter, larger replacement trees with a minimum of 45-gallon size root ball and 10-foot clear trunk height will be required. (3) Maintenance. (A) The planting, removal, and maintenance of street trees within the right-of- way, or if applicable, within the front yard setback area of any development lot, shall be subject to street tree approvals from the city and county of Honolulu. (B) Property owners shall be responsible for ensuring that all street trees within the front yard setback area are properly maintained and do not cause any hazard to public safety or welfare.
