The purpose of this program is to
provide eligible loans to eligible borrowers through an
alternative program to the advance commitments program. Such
loans shall be made available at affordable interest rates,
permitting the purchase of homes by eligible borrowers. The

purchase of mortgage loans shall be based upon requests
submitted to the corporation by mortgage lenders on a loan-by-
