HAR §15-316-21. Homeownership counseling course

(a) All participants in the rent-to-own program shall be required to complete a homeownership counseling course approved by the corporation and provided by a housing counseling agency certified by the United States Department of Housing and Urban Development. (b) The purpose of the homeownership counseling course is to provide training to participants who are desirous of purchasing a home but lack sufficient funds for the downpayment and closing costs, and lack information on the corporation's homeownership program requirements. The primary focus of the program is to facilitate the home purchase by providing strategies to save money and resolve credit problems, and to 316-9 educate participants on how to qualify and shop for a loan and purchase a home.
