(a) After due consideration of all material presented, including but not limited to the application, experience, background, examination results, and personal interview of the applicant, the director shall issue a decision granting or denying the pilot’s license application. In the case of a denial, the decision shall include a statement of the reasons for the decision. (b) Within sixty days of the date of the decision, the applicant may petition the director for a hearing pursuant to chapter 91, HRS.
