Starter

The Starter must have complete jurisdiction over the starting gate, the starting of horses in accordance with IDAPA 11.04.01.B.B5 “Rules Governing Live Horse Races.” (7-1-24) 01. Assess Jockey’s Ability. The Starter must assess the ability of each person applying for a jockey's license in breaking from the starting gate and working a horse in the company of other horses, and make said assessment known to the stewards.
