Claims of foul under these rules can only be received from the owner, trainer or jockey of the horse alleged to be aggrieved and must be made to the Clerk of the Scales or to the Board of Stewards before the jockey has passed the scales. But nothing in these rules prevents the Board of Stewards taking cognizance of foul riding. (7-1-24) 01. Fouls. Any Jockey against whom a foul is claimed will be given the opportunity to appear or communicate with the Board of Stewards before any decision is made. (7-1-24) 02. Frivolous Complaints. An owner, trainer, or jockey who frivolously complains his horse was crossed or jostled may be subject to disciplinary action by the Board of Stewards. (7-1-24)
