A participant receiving AABD cash from another state must not receive AABD cash in Idaho until they are living in Idaho and the cash benefit has ended in the other state. A participant may receive Medicaid in Idaho before AABD cash or Medicaid stops in another state. AABD cash from another state is unearned income for Medicaid. Out-of-state medical coverage is a Medicaid third-party resource. Idaho residents temporarily out of the state, and not receiving IDAHO ADMINISTRATIVE CODE IDAPA 16.03.05 – Eligibility for Aid to Department of Health and Welfare the Aged, Blind, & Disabled (AABD) Section 092 Page 15 aid, may apply for aid in Idaho.
