Company Bulletin 2024-12 Health Insurance Data Call Due June 4, 2024
Department of Insurance is working in conjunction with the Department of Healthcare and Family
Services and each Department’s respective consultant, Oliver Wyman and Milliman, to collect data from
companies that offered coverage in the Individual market in Illinois in 2023. As noted in CBs 2023-03
and 2023-13, the Department intends to collect this data set annually to assess the state of the private
health insurance market and perform updated analysis related to healthcare affordability initiatives, such
as those modeled in the 2021 Feasibility Study completed under PA 101-0649.
Please provide the EDGE server files listed below for the 2023 benefit year:
• HCRPDE (High Cost Risk Pool Detail Enrollee)
• TPIR (Transfer Payment Issuer Report)
• RARSD (Risk Adjustment Risk Score Detail Report)
• RARSS (Risk Adjustment Risk Score Summary Report)
• RATEE (Risk Adjustment Transfer Elements Extract)
Files can be sent securely through Oliver Wyman’s file exchange platform or through your company’s
own secure file exchange platform. If you desire to use Oliver Wyman’s platform, please provide a
Name and Email address to one of the Oliver Wyman contacts listed below to receive an invite for data
upload. All files will be stored and analyzed on a secured drive by the DOI, HFS, or their contracted
consultants. The data and any results will be kept confidential. If known data issues exist with the data
uploaded to the EDGE server and underlying the reports, please disclose the extent of the data issue, and
the estimated impact (if available).
The data requested by this data call is due June 4, 2024.
All information provided by the companies will be kept confidential with the exception that aggregated
information may be made publicly available as part of the Department’s analysis.
