STOLFI, ACTING DIRECTOR OF INSURANCE/~3 DATE: NOVEMBER 8, 2011 RE: BULLETIN #201 1-14 MANDATORY SUBMISSION OF PROPERTY AND CASUALTY FORM AND RATE/RULE FILINGS VIA NAIC/SERFF REPLY TO: For form and/or rate/rule filing questions, please e-mail: John Gatlin - P&C Compliance Unit —-john.gatlin~illinois.gov As amended by P.A. 97-486, Section 143(2) of the Illinois Insurance Code (Code) requires that every company transacting the kinds ofbusiness enumerated in Classes 2 (except Class 2a) and 3 of Section 4 file with the Director all policy forms, and any generally used riders, endorsements, certificates, application blanks, and other matter incorporated by reference in any such policy or contract of insurance, either through the NAIC’s System for Electronic Rate and Form Filing (SERFF) or as otherwise prescribed by the Director. The vast majority ofproperty and casualty insurers already submit their insurance policy form filings to the Department using SERFF, and it has been the experience ofthe Department that the standardized SERFF system facilitates and expedites the policy form review process through its user-friendly interface and improved communication and storage capabilities. Accordingly, pursuant to Section 143(2) of the Code, effective January 1, 2012, all property and casualty form and rate/rule filings and their related manuals shall be submitted to the Department electronically using SERFF. When a rate/rule and manual filing is submitted on or after the effective date of this bulletin, only new and revised manual pages will subsequently be required. However, the filing reviewer for the Department may request that the entire manual or portions thereof be provided to assist with the filing review, or to ensure continued compliance.
