IMPORTANT NOTICE REGARDING EXECUTIVE ORDER 2020-29

The Department urges all producers with temporary licenses, especially those that are more than 90 days
old, to move forward with the permanent license application. In response to COVID-19, the Department
worked with the Governor’s Office and the Department of Public Health to issue Executive Order 2020-
29, on April 20, 2020. EO 2020-29 includes the following provisions:
1. The requirements for hours of classroom courses for insurance producer and public adjuster
licensing set forth in 215 ILCS 5/500-30(a)(3) and (b), and 5/1565(a), and accompanying
regulations at 50 Ill. Adm. Code 3119.50(b) and 3118.65(a), are suspended to the extent
necessary to permit required hours of coursework to be completed via webinar or other
approved distance learning.
2. The limitation on temporary insurance producer licenses issued pursuant to 215 ILCS 5/500-
65 to 90 days is suspended for the duration of the Gubernatorial Disaster Proclamations.
Such licenses that have expired or are set to expire during the period of the Gubernatorial
Disaster Proclamations shall be extended for the duration of the Gubernatorial Disaster
Proclamations.
3. The requirement set forth in 215 ILCS 5/500-25(a) that both parts of the two-part producer
examination must be passed within 90 days of each other, is suspended for the duration of the
Gubernatorial Disaster Proclamations.
The Department maintains a FAQ page on our website to keep producers and companies informed about
this order. The FAQ makes clear that upon the expiration of EO 2020-29, all temporary licenses that are
more than 90 days old will be canceled. Additionally, once EO 2020-29 expires and is not extended, the
requirement to pass both parts of the exam within 90 days will be reinstated. Starting on that date, if it
has been more than 90 days since a producer took the exams and has only passed one part, that producer
must take both parts of the exam again. The Gubernatorial Disaster Proclamation and all associated
Executive Orders are reevaluated every 30 days to determine whether it is appropriate to extend the
order. Because the extensions are only made in 30-day increments, the Department updates the FAQ
page each month to reflect the new expiration date. To date, EO 2020-29 has been extended 14 times,
with the current order set to expire on May 29, 2021.
As more residents receive the COVID-19 vaccine, Illinois will operate with a metrics-based pathway
toward the fifth and final phase of the Restore Illinois reopening plan, in which all sectors of the
economy reopen with businesses and recreation resuming normal operations. Insurance exam testing has

been offered on a limited seating capacity to comply with the social distancing measures. We continue
to coordinate with relevant agencies to evaluate the changing situation and extend executive orders as
appropriate; however, with COVID-19 cases decreasing, we want to remind producers that the waivers
granted under EO 2020-29 are temporary. If they have not already done so, producers need to take steps
now to obtain a permanent license or they run the risk of losing their license when EO 2020-29 expires.
