Section 775.230Â Content of
Rules
Department rules shall not
expand the scope of any statute. They shall:
a)Â Â Â Â Â Â Â Â be based on sound programmatic rationale; and
b)Â Â Â Â Â Â Â Â provide services and treatment equally and without
discriminatory impact; and
c)Â Â Â Â Â Â Â Â assure procedural fairness.
