Section 825 Section 825.110 Rulemaking Rules are promulgated by the Department in accordance with the Illinois Administrative Procedure Act [5 ILCS 100]. Department staff may recommend rulemaking pursuant to the Department's Intra-Agency Policy Chapter 1, Section 1-2. The general public may recommend rulemaking pursuant to the procedures in this Part.
