Section 106.412Â Burden of
Proof
a)        Agency revocation proceeding. The burden of proof will be on
the Agency to establish that the permit should be revoked under the standards
set forth in this Act and the Clean Air Act.
b)        USEPA reopening proceeding. The burden of proof will be on
the Agency.
