Section 106 Section 106.708  Service The Agency must serve a copy of the notice of filing and statement of deficiency personally, by U.S. Mail with a recipient's signature recorded, or by a third-party commercial carrier with a recipient's signature recorded.  (See 35 Ill. Adm. Code 101.300(c) and 101.304(c)(2).)
