H Baseline VOM Content Limitations for Subpart F, Section 218.212 Cross-Line Averaging
Section 218.APPENDIX H Â Â Baseline
VOM Content Limitations for Subpart F, Section 218.212 Cross-Line Averaging
This Appendix contains
limitations for purposes of determining compliance with the requirements in
Section 218.212 of this Part. A source must establish that, at very least, each
participating coating line used for purposes of cross-line averaging meets the
Federal Implementation Plan level of VOM content, as listed below. The
emission limitations for participating coating lines that must not be exceeded
are as follows:

2)
Primer surface coat
1.81
(15.1)
(Note:Â The
primer surface coat limitation is in units of kg (lbs) of VOM per l (gal) of
coating solids deposited. Compliance with the limitation shall be based on the
daily-weighted average from an entire primer surface operation. Compliance
shall be demonstrated in accordance with the topcoat protocol referenced in
Section 218.105(b) and the recordkeeping and reporting requirements specified
in Section 218.211(f). Testing to demonstrate compliance shall be performed in
accordance with the topcoat protocol and a detailed testing proposal approved
by the Agency and USEPA specifying the method of demonstrating compliance with
the protocol. Section 218.205 does not apply to the primer surface limitation.)

topcoat limitation is in units of kg (lbs) of VOM per l (gal) of coating solids
deposited. Compliance with the limitation shall be based on the daily-weighted
average from an entire topcoat operation. Compliance shall be demonstrated in
accordance with the topcoat protocol referenced in Section 218.105(b) of this
Part and the recordkeeping and reporting requirements specified in Section
218.211(f). Testing to demonstrate compliance shall be performed in accordance
with the topcoat protocol and a detailed testing proposal approved by the
Agency and USEPA specifying the method of demonstrating compliance with the
protocol. Section 218.205 of this Part does not apply to the topcoat
limitation.)
