Section 130 Section 130.1103  Institution of a Contested Case by the Securities Department A contested case is instituted by the Securities Department when a Notice of Hearing is mailed to a respondent at the respondent's last known address by registered or certified mail, return receipt requested, or personal service is obtained upon a respondent.
