Section 616.463Â Design and
Operating Requirements
a)Â Â Â Â Â Â Â Â A person must not cause or allow:
1)Â Â Â Â Â Â Â Â Disposal or storage in the waste pile of liquids or materials
containing free liquids; or
2)Â Â Â Â Â Â Â Â Migration and runoff of leachate into adjacent soil, surface
water, or groundwater.
b)Â Â Â Â Â Â Â Â A waste pile must comply with the following standards:
1)Â Â Â Â Â Â Â Â The waste pile must be under an impermeable membrane or cover
that provides protection from precipitation;
2)Â Â Â Â Â Â Â Â The waste pile must be protected from surface water run-on;
and
3)Â Â Â Â Â Â Â Â The waste pile must be designed and operated to control wind
dispersal of waste by a means other than wetting.
