Section 663.650  Disputes a)         Only the loan recipient may appeal to the Agency in its own name and for its own benefit, under the disputes provision of a loan, with respect to its subagreements. Neither a contractor nor a subcontractor may prosecute an appeal under the disputes provision in its own name or interest. b)         Any dispute arising under the loan that is not disposed of by agreement shall be decided by the Director, or an authorized representative, who shall render a decision in writing and mail or otherwise furnish it to the loan recipient. The decision of the Director shall be in accordance with this Part and shall be final and conclusive. c)         The disputes provision shall not preclude the Director from considering questions of law in any decision.
