Completeness

Section 702.122  Completeness The Agency must not issue a permit under a program (RCRA or UIC) before receiving a complete application for a permit under that program , except for emergency permits.  An application for a permit under a program is complete when the Agency receives an application form and any supplemental information that is completed to its satisfaction.  (35 Ill. Adm. Code 705.122).  An application for a permit is complete notwithstanding the failure of the owner or operator to submit the exposure information described in 35 Ill. Adm. Code 703.186 (RCRA).
