Section 807 Section 807.303  Methods of Operation Unless otherwise specifically provided by permit, the following methods of operations shall be followed: a)         Unloading – all refuse shall be deposited into the toe of the fill or into the bottom of the trench. b)         Spreading and Compacting – as rapidly as refuse is deposited at the toe of the fill, all refuse shall be spread and compacted in layers within the cell, such layers not to exceed a depth of two feet. c)         Working Face – the slope of the working face shall be maintained at a ratio of no greater than two horizontal to one vertical.
