Section 350 Section 350.60  Procedure A state bank may request a declaratory ruling pursuant to Section 5-150(a) of the Illinois Administrative Procedure Act [5 ILCS 100/5-150(a)] from the Commissioner that an ADC lending transaction is permissible by submitting a written request to the Commissioner which describes the proposed transaction and addresses the factors set forth in Section 350.50.
