Section 1600 Section 1600.6510  No Agency Relationship In any joint procurement situation, the other governmental unit must issue its own purchase order, accept its own deliveries and make its own payments.  The State of Illinois shall have no obligation to the vendor for payment of orders placed by other governmental units.
