Vendor Prequalification and Responsibility

Section 8.2045  Vendor Prequalification and Responsibility Prequalification constitutes a preliminary determination of responsibility requisite for a vendor to be eligible to bid or submit proposals.  Prequalification is not a binding final determination of a vendor's responsibility.  All entities required to be prequalified shall be prequalified in accordance with Subparts V, W and X.  Responsibility shall be considered by the SPO prior to making an award or signing a contract in accordance with Section 8.2046.
