Section 299.300Â Secure
Residential Facility
The secure residential facility
shall be operated by the Department. Standards for living conditions shall
include the following provisions:
a)Â Â Â Â Â Â Â Â All double-room assignments shall be screened for
appropriateness based on safety, security and treatment considerations.
b)Â Â Â Â Â Â Â Â Minimally, each resident room shall be furnished with:
1)Â Â Â Â Â Â Â Â A bed securely fastened to the wall and/or floor, with the
exception being a medical type bed;
2)Â Â Â Â Â Â Â Â Clean bedding, including a mattress, blanket, sheets, pillow
and pillow case;
3)Â Â Â Â Â Â Â Â A wash basin with running water and flushable toilet
facilities (controls may be located outside the room); and
4)Â Â Â Â Â Â Â Â Adequate lighting for reading and observation purposes.
c)Â Â Â Â Â Â Â Â Rooms shall be located at or above ground level and shall have
heat and ventilation consistent with the climate.
d)Â Â Â Â Â Â Â Â Each room shall have a single door and may have a food
passage. When only a solid door is available, it shall be provided with a
vision panel.
e)Â Â Â Â Â Â Â Â Cleaning materials shall be made available to residents on an as-needed
basis.
f)Â Â Â Â Â Â Â Â Personal health and hygiene needs of the resident shall be
addressed as follows:
1)Â Â Â Â Â Â Â Â A shower and shave shall be offered no less than once every
three days.
2)Â Â Â Â Â Â Â Â Access to State issued toilet tissue, soap, shampoo, shaving
cream, towel, toothbrush, and toothpaste.
3)Â Â Â Â Â Â Â Â A weekly exchange of clean facility clothes and bed linens or
availability of laundry services at least weekly.
4)Â Â Â Â Â Â Â Â False teeth, eye glasses, prosthetic devices and other
essential items of personal hygiene and health shall be permitted unless they
are a threat to safety or security.
