Section 1100 Section 1100.380  Systems Planning The State Board encourages each institution to develop an internal planning process which gives attention to assuring the operation of a modern facility consistent with the assurance of high-quality patient care, the responsible use of manpower and money, and which represents the most cost efficient alternative for the provision of quality care.
