Following Competitive Selection
When an appointment to a
position is made
following a competitive selection
hiring sequence,
such appointment shall be made
in
rank order unless, when warranted by application of applicable State law, rule
or procedure, the CMS Director or the Director's designee approves bypassing
the higher-ranking candidate
