Section 650 Section 650.110  Accounting Instruction 13 Accounting Instruction 13, "General – Records for Each Plant," shall have the following paragraph added: "The term 'plant' as here used means each collection plant, system, pumping plant, and treatment and disposal plant in each city or village, or such other operating areas as certified by the Commission."
