Section 766 Section 766.410  Procedure for Imposition of Penalties a)         Any action to impose a penalty under Section 13-516(a) of the Act [220 ILCS 5/13-516(a)] shall be on the Commission's own motion. b)         In any action to impose a penalty under Section 13-516(a) of the Act, the Commission shall serve notice on the respondent at least 7 days before the initial hearing. c)         The conduct of the proceeding shall comply with the Commission's Rules of Practice (83 Ill. Adm. Code 200) including, but not limited to, the right to a hearing, the right to a proposed order, and the right to a written order.
