Section 771 Section 771.200  Certification Requirements Providers of pay telephone service that are providing the resale of either local exchange or interexchange telecommunications service for public use must first obtain a Certificate of Service Authority pursuant to Section 13-403, 13-404, or 13-405 of the Act, as appropriate.
