Section 791 Section 791.10  Carriers Subject to Cost Rules This Part applies to telecommunications carriers providing both competitive and noncompetitive services, except those carriers that are specifically exempted from the requirements of Section 13-507 of the Public Utilities Act (Act) [220 ILCS 5/13-507] by Sections 13-504(b) and 13-506.2(k) of the Act.  See Sections 13-202, 13-209 and 13-210 of the Act.
