Section 113 Section 113.251  Telephone a)         The monthly cost of a telephone is allowed at the minimum community rate when the client has no access to a telephone and the service is essential because of: 1)         illness, 2)         employment, or 3)         residence in an isolated area. b)         No allowance is made for security deposits or past due bills. c)         For installation charges, see 89 Ill.
